Office of the Vice President for Planning and Strategic Foresight


The Office of the Vice President for Planning and Strategic Foresight is one of the four Senior Leadership offices within the university, responsible for steering the institution's strategic direction and ensuring its long-term success. This office oversees and coordinates efforts in strategic planning, information technology, partnerships, physical planning and infrastructure, and quality assurance, acting as a hub for the university’s development initiatives.

A key role of the office is to lead the formulation and execution of a comprehensive master plan for the entire University System and its campuses. This involves providing expert guidance on campus development, establishing standards for construction and renovation projects, and formulating policies for land acquisition and management. In addition to infrastructure planning, the office manages the Gender and Development Focal Point System, promoting gender equality across all university operations. It conducts extensive assessments of the university's physical, human, and financial resources to support informed decision-making and strategic development.

The office also directs the creation and enhancement of partnerships and networks, both within and outside the university, to foster collaboration and innovation. It is responsible for the implementation and continuous improvement of the University's Quality Management System, ensuring that all processes meet high standards of excellence.

Strategic foresight is a critical function of the office, involving horizon scanning, scenario planning, and the use of data analytics to anticipate and prepare for future challenges and opportunities. This proactive approach helps align university objectives with broader societal needs and global trends, ensuring the institution remains agile and forward-thinking.

The office’s responsibilities extend to the strategic planning and upgrading of the University’s IT systems and facilities, ensuring they support the evolving needs of students, faculty, and staff. It also plays a pivotal role in setting and tracking the achievement of strategic targets, driving the university towards its long-term goals.

Planning Directorate


The Planning Directorate performs the following mandates/functions:

  1. Spearhead the collaborative formulation of strategic and operational plans towards the university's vision, as aligned to local, regional, and national development agenda, as well as global sustainability goals.
  2. In coordination with operating units, assess the university's performance against set targets, analyze strategies, and recommend ways forward to steer continuous improvement.
  3. Consolidate and analyze feedback on client satisfaction and leadership trust to inform governance and management.
  4. Develop and implement strategies/approaches for knowledge capture and acquisition, organization and storage, and sharing, including, but not limited to:
    • Identification, consolidation, and analysis (as may be applicable/needed) of university knowledge products/assets, such as student and human resources information; research and intellectual property; partnership information, extension documents, and technology products; learning materials and student performance; university plans, targets and accomplishments, and other organizational data; communication documents; and databases;
    • Creation and maintenance of a central repository system; and
    • Conduct of knowledge-sharing sessions/events, such as seminars, workshops, conferences and other forms of information dissemination for organizational learning.
  5. As designated secretariat, provide administrative and logistics support, as necessary, relative to the:
    • Formulation/updating/revising of the Land Use Development and Infrastructure Plan (LUDIP);
    • Implementation of the university Strategic Performance Management System (SPMS); and
    • Compliance to agency accountabilities, including submission of reports, as required by the DBM, ARTA, CHED, and NEDA, among others.

Physical Planning and Development


The Physical Planning and Development Office (PPDO) is primarily charged with the responsibility of preparing designs, plans and construction drawings, as well as specifications, estimates and program of works of all the needed planning of strategic initiatives focused on improving campus facilities and academic infrastructure. The office is also directed to implement the infrastructure development programs through project management supervision of ongoing constructions of individual projects. In addition, it facilitates the titling of landholdings of the University; and settle disputes and/or concerns arising from any conveyance of lots entered into by the University and private party/ies.

Quality Assurance


The Quality Assurance (QA) Directorate is mandated to spearhead, coordinate, and provide assistance to the program, institutional, international accreditation/certification and global initiatives and activities of the University in its quest for continual improvement and quality assurance.

QA leads the accreditation activities for programs and the institution as well as certification to international standard, applicable national standards, and international assessments and rankings.
