Dr. Virgilio Julius P. Manzano Jr. presently serves as the Officer-in-Charge (OIC) of Mariano Marcos State University (MMSU) Office of the President and concurrently as Vice President for Planning and Strategic Foresight (VPPSF). He continues to uphold and advance the university’s strategic direction. In this leadership role, Dr. Manzano is committed to sustaining the implementation of the ACHIEVE Agenda, a seven-point program established by MMSU President Dr. Shirley C. Agrupis.
The ACHIEVE Agenda, introduced by Dr. Agrupis during a mass oath-taking ceremony for newly designated university officials on October 2, 2017, serves as the university's guiding framework. The acronym ACHIEVE represents a comprehensive approach to fulfilling MMSU's vision of becoming a premier Philippine university by 2028. While the word achieve traditionally means to accomplish or bring about intended results, in the context of MMSU, it symbolizes the university’s commitment to academic excellence, innovation, and sustainable development. Dr. Manzano remains dedicated to steering the university toward these ambitious goals, ensuring continued progress in realizing its long-term vision.
