Dr. Prima Fe R. Franco, currently serving as the Officer-in-Charge (OIC) of Mariano Marcos State University (MMSU) and concurrently as Vice President for Academic Affairs (VPAA), continues to uphold and advance the university’s strategic direction. In her leadership role, Dr. Franco is committed to sustaining the implementation of the ACHIEVE Agenda, a seven-point program established by MMSU President Dr. Shirley C. Agrupis. 

The ACHIEVE Agenda, introduced by Dr. Agrupis during a mass oath-taking ceremony of newly-designated university officials on October 2, 2017, serves as the university's guiding framework. The acronym ACHIEVE represents a comprehensive approach to fulfilling the university's vision of becoming a premier Philippine university by 2028. While the word “achieve” traditionally means to accomplish or bring about intended results, in the context of MMSU, it symbolizes the university’s commitment to academic excellence, innovation, and sustainable development. Dr. Franco remains dedicated to steering the university toward these ambitious goals, ensuring continued progress in realizing the institution’s long-term vision.
