Dr. Prima Fe R. Franco, the current Officer-in-Charge (OIC) of the Office of the President of Mariano Marcos State University, is a distinguished academic and seasoned administrator with 39 years of teaching and research experience. She has held pivotal roles in the university’s leadership, including Vice President for Academic Affairs since 2015, and has served as OIC President from 2015 to 2017, guiding MMSU through important transitions. Her administrative efforts have focused on enhancing academic programs, improving faculty development, and advancing the university's research capabilities. Dr. Franco also served as Dean of the College of Arts and Sciences from 2006 to 2011, where she introduced reforms that strengthened both academic and scientific initiatives.

 

With a Ph.D. in Molecular Biology and Biotechnology from the University of the Philippines, Diliman, Dr. Franco has significantly contributed to the field of microbiology and biotechnology, particularly in studying the pathogenicity of *Vibrio harveyi*. Her academic journey began with a Bachelor of Science in Biology, cum laude, from MMSU, followed by a Master of Science in Biological Sciences from the University of Wisconsin, Milwaukee. Her scientific research includes groundbreaking work on microbial genetics, biofuels from sweet sorghum, and food safety, with numerous published papers and ongoing projects. She has been a leading figure in promoting biotechnology in the region as the focal person for the Region 1 Biotechnology Program under the Department of Science and Technology (DOST).

 

Dr. Franco's leadership extends beyond MMSU, contributing to national and regional scientific bodies. She is a member of the Regional Quality Assessment Team (RQAT) for Biology under the Commission on Higher Education (CHED), ensuring quality education in biological sciences across the region. Her focus on community-driven research initiatives has helped address local needs, such as the revitalization of the garlic industry in Ilocos Norte and projects aimed at improving food security. Her expertise in microbial biotechnology has not only advanced scientific research but also directly benefited the local agriculture and energy sectors.

 

Under Dr. Franco's leadership, MMSU continues to thrive in both academic and research spheres. Her dedication to fostering academic excellence, combined with her scientific achievements, has cemented her as a key figure in shaping the future of the university and contributing to the broader scientific community. Through her efforts, MMSU remains a leader in higher education and innovation, pushing the boundaries of research and development in the region.
