To expand the reach of the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) in the province, MMSU formalized its partnership with the Provincial Government of Ilocos Norte (PGIN) through the Memorandum of Agreement (MoA) signing today, January 30, at the Center for Flexible Learning.

The agreement was signed by Ilocos Norte Gov. Matthew Marcos Manotoc, represented by Provincial Board Member Medeldorf Gaoat, and MMSU OIC-President Prima Fe R. Franco. The ceremonial signing was witnessed by ETEEAP Chief Robert Salvador, College of Information Technology faculty members, Curriculum Development and Innovative Learning and Institutional Learning and Programs staff, and other employees, students, and graduates.

Under this collaboration, PGIN will help promote ETEEAP among government employees and residents of the province, facilitating the assessment of the potential students’ credentials and endorsing them for admission. In turn, MMSU will offer courses in hybrid (online and modular) or online formats, granting degrees to students who meet the program’s qualifications.

In his remarks, Dr. Gaoat emphasized that the program offered by MMSU gives opportunities to seek higher education for those individuals who did not earn undergraduate degrees but have extensive backgrounds in their respective fields.

“This initiative reflects our vision of providing inclusive and accessible education for all,” the provincial board member added.

Dr. Franco expressed gratitude to the provincial government for the partnership, highlighting how the program will advance the academic qualifications of deserving students unable to pursue traditional four-year degree programs. “This partnership envisions the development of human capital not only in Ilocos Norte but across the globe.”

Established under Executive Order No. 330 in 1996, ETEEAP recognizes that education and skill acquisition can occur beyond the traditional classroom. Through an outcomes-based approach, tertiary education institutions such as MMSU assess the students’ relevant knowledge, skills, and attitudes associated with specific disciplines, deserving for undergraduate degrees.
